This notification is coming from Apple's password manager, iCloud Keychain. This notification is meant to tell you that a password you have stored in the manager has been exposed, and can mean it's potentially on the dark web.

When you see this notification, you should review your accounts as soon as possible to see which password has been exposed and change it as soon as possible. You can do so by going to Settings, then Passwords>Security recommendations.

If you have used iCloud Keychain in the past, and have moved on to a different password manager, it's still highly recommended you check to see which passwords have been exposed, and change them as soon as possible.
